A newly released report from the Future of Life Institute has graded six major AI companies on their efforts to address safety concerns, and the results are far from flattering. The AI Safety Index, which assessed companies like Anthropic, Google DeepMind, Meta, OpenAI, xAI, and Zhipu AI, revealed that most companies scored poorly, with only Anthropic achieving a C overall. Max Tegmark’s Perspective on the Report’s Purpose

Max Tegmark, an MIT physicist and president of the Future of Life Institute, clarified that the goal of this report is not to shame these companies but to encourage them to improve. “The purpose is to create incentives for companies to enhance their safety measures,” he said. Tegmark hopes that executives will view these grades similarly to university rankings, acknowledging the pressure to improve their safety efforts as the spotlight falls on them.

The Future of Life Institute’s Advocacy for AI Safety

The Future of Life Institute, a nonprofit focused on mitigating the risks of advanced technologies, has been vocal about AI safety. In 2023, the institute released an open letter calling for a six-month pause in the development of advanced AI systems to allow time for safety standards to be established. While high-profile signatories like Elon Musk and Steve Wozniak supported the letter, none of the companies involved paused their development efforts.

How the AI Safety Index Graded Companies

The AI Safety Index assessed the companies based on six key criteria: risk assessment, current harms, safety frameworks, existential safety strategy, governance and accountability, and transparency and communication. The report utilized publicly available information, including research papers, policy documents, news reports, and industry analysis. A questionnaire was sent to each company, but only xAI and Zhipu AI responded, which helped boost their scores in transparency.

The Findings: Ineffectiveness of Current Safety Measures

The reviewers, which included respected figures like UC Berkeley’s Stuart Russell and Turing Award winner Yoshua Bengio, found that while AI companies are engaged in safety activities, these efforts are largely ineffective. Russell commented that the current safety measures fail to provide quantitative guarantees of safety, and the nature of AI systems—giant black boxes trained on enormous datasets—makes it unlikely that safety guarantees can ever be ensured. As these systems grow in complexity, the task of ensuring safety will only become more challenging.

Anthropic’s Strong Performance in AI Safety

Anthropic was the highest scorer in the index, with its work on current harms earning the best grade—a B-. The report highlights that Anthropic’s models have performed well on key safety benchmarks. The company also has a “responsible scaling policy” that evaluates models for catastrophic risks before deployment. In contrast, the other five companies struggled with existential safety strategies. Although all have stated their intention to develop artificial general intelligence (AGI), only Anthropic, Google DeepMind, and OpenAI have proposed strategies to ensure AGI aligns with human values.

Concerns About AGI and the Need for Effective Safety Strategies

Tegmark expressed concern about the ability of any company to control an AGI that may far exceed human intelligence. He noted that even those companies with early-stage strategies for AGI safety did not present adequate solutions. The report underscores the necessity for more robust safety frameworks, particularly for long-term existential risks.

The Call for Regulatory Oversight in AI Development

While the Future of Life Institute’s report does not offer specific recommendations, Tegmark advocates for the establishment of regulatory oversight for AI, similar to how the U.S. Food and Drug Administration (FDA) regulates drugs and medical devices. He believes that AI companies are caught in a race to release products quickly, driven by competition, and are reluctant to slow down for safety testing. Regulatory oversight could reverse this trend, creating a commercial incentive for companies to meet safety standards first in order to secure a market advantage.
